Job Description:
Provincial Manager is part of the CBE Project team at the Provincial Office and reports to the Head of the Main Office while technically reporting to the
relevant Package Manager. The incumbent is responsible for CBE project execution/implementation at the provincial level. She/he is to ensure that
plans are effectively and efficiently implemented and intended outputs outcomes and results are achieved within the framework of WYFAO’s strategic
plan Work Plan and Budget as well as relevant policies guidelines and steering documents and contractual obligation of WYFAO. She/he ensures
internal synergies as well as external partnership and coordination within respective sectors at the regional level as well as utilizing the strategic and
technical support of WYFAO head office programme units.The Provincial Manager is the head of the Provincial Office, he/she would lead the entire project team in the regional office Level
.Duties & Responsibilities:
Implement CBE project at the districts/ provincial level and execute the planned activities according to the approved framework and milestones.
Take necessary steps for enhancing staff capacity in order to ensure the quality of activities to fulfill the targets (CBE).
Supervise the staff performance and schooling activities in the schools at the field level.
Take initiatives to establish effective communication with provincial stakeholders for instance PED, Provincial Governor, Economic Director, other GOs,
and other NGOs with regards to the project activities.
Solve the problems related to the CBE operation and other tasks by mobilizing communities, government bodies, and WYFAO employees.
Ensure procurement, preservation, and distribution of the materials according to the WYFAO procurement policy and procedures.
Prepare a monthly action plan to carry out the program activities according to the approved annual work plan.
Resolve the social problem related to school operations in consultation with community people, concerned government departments, and WYFAO Officials.
Prepare reports and submit them to the concerned department timely and regular.
Establish a safeguarding culture across all levels of the program by implementing the safeguarding policy.
Act as a key source of support, guidance, and expertise on safeguarding for establishing a safe working environment.
Responsible to ensure team members are appropriately trained, and supported and have access to resources regarding issues that are identified and actioned in accordance with the safeguarding policy and procedure.
Follow the safeguarding reporting procedure in case any reportable incident takes place, and encourage others to do so
Responsible for the overall quality of subproject proposals and disbursement requests approved at the
Preparation of fiscal year financial plan in close coordination with relevant FPs, making sure this is achieved and is monitored for quality and quantity purposes
Ensures that all office equipment is properly maintained and used only for official CBE purposes
Ensures that the procurement at the provincial level is done according to WYFAO rules and regulations.
Responsible for the overall quality of the provincial office monthly report in terms of completeness and accuracy and consistency of data
Verifies inputs to provincial office monthly report provided by the Accountant, Database officer, Project Supervisor, M&E, HR/ Admin, logistics, and other teams.
Monitors the achievement of the contractual targets by the FPs and reports major on a monthly basis
Participates in weekly coordination meetings with FP and WYFAO Program Manager, General Director.
Submits minutes of meetings to the Project Supervisor.
Reviews and approves individual staff monthly work plans.
Holds weekly staff meetings with an agenda and minutes.
Ensures information from WYFAO headquarters is conveyed to the provincial staff, especially minutes of Staff Information Meetings, policies, guidelines, and new manuals.

Job Requirements:
At least 5 years of working experience in education sectors in renowned national/ International NGO’s, UN agencies.
Skill in project planning, implementing and budget and financial management
Computer knowledge of MS Office, MS Excel and PowerPoint, E-mail in internet browsing
Has strong team management skill
Has knowledge of community mobilization activities
Management experience is essential, preferably in running programs at the provincial level.
Prior experience in rural/community development programs is preferred.
