Job Description:
Technical Duties
Oversee and manage daily program-wide accounting and finance functions including timely recording of transactions, cash management, banking, receivables, and payables, under the GD and DD instruction.
Plan and implement systems for financial operations in the country office and in area program offices in accordance with the WYFAO Finance Manual and donor regulations; including systems for cash flow management, budgeting, consolidation of accounting information, internal controls, financial reporting, financial record-keeping, grant management and compliance
Train and supervise finance staff in the program.
Maintain banking relations and plan and monitor country cash flow requirements to ensure the smooth implementation of WYFAO.
Prepare monthly standard accounting submissions to WYFAO Director, including general ledger files, account reconciliations, expenditures by cost center/project, as well as other financial information in a timely and accurate manner.
Prepare monthly management reports to the general director and Program staff as required, including expenditures by cost center/project and other financial information, in a timely and accurate manner.
Conduct himself/herself both professionally and personally in such a manner as to bring credit to WYFAO and to not jeopardize its humanitarian mission.
Develop budget for different project proposals, negotiate and finalize with GD for donors.
Help the General Director in developing concept notes and proposals for potential and current donors
Monitor expenditure against approved budget making sure that the expenditures are in line with the budget and in compliance with the policies and procedures
Prepare monthly, quarterly and annual financial reports as per the agreed format to Management, Board of Directors, Donors and IFRS
Facilitate smooth annual audits and prepare the annual accounts as per the auditor’s request based on IFRS required format and structure
Represent WYFAO in all meetings with donors on any finance/accounts and administration related issues
Any other related task that assigned by the director
Managerial Duties:
Producing accurate financial reports and information.
Developing cash flow statements.
Projecting profit.
Managing credit.
Providing advice in making financial decisions.
Directing investments.
Making financial forecasts.
Budgeting.
Coordination:
Assist, support, counsel and advise the GD with respect to financial matters, systems and processes related to the women and youth future assist organization
Ensure all WYFAO departments are providing timely, accurate, and appropriate financial reporting and remittances, including invoices, cash reports, and all other relevant financial information and records
Advise and maintain the WYFAO investments, financial instruments, loans, lease agreement provisions (financial), and other related matters
Ensure timely and accurate adherence to all statutory, regulatory, and policy governments with respect to financial and related matters (including but not limited to tax remittance and insurance requirements)
Perform month-end and year-end procedures including, but not limited to preparing all month-end reconciliations and year-end working papers for the WYFAO annual audit
Provide regular reports on all WYFAO financial activities as required and directed by the GD, in all departments and areas, including but not limited to
bank balances, cash flow reports, accounts payable and receivable reports, operational financial statements
Bachelor/ Master’s Degree or equivalent in Finance, Business Administration, ACCA, CIA or related field.
Minimum of 05 years of relevant experience in financial accounting with NGO’s , UN, UN funded Projects or similar
Experience in managing and supporting external clients.
Recent experience in supervising teams.
Experience working in QuickBooks is required.
Experience in the usage of computers and MS Office packages. Advanced knowledge of spreadsheet and database packages.
Experience with IFRS is required to make sure WYFAO complies.

Language Requirements:
Fluency in Pashto and Dari; working knowledge of English is highly required.
