Job Description:
Key Responsibilitie:
Functions as the primary owner of global mobility administration for the full life-cycle of an expatriate from pre-assignment through post-assignment
Provides best in class support, service, guidance and contextual detail to expatriate, staff for a variety of employment related questions, concerns and issues related to the full HR life cycle
Coordinates and facilitates on-boarding and off-boarding of expatriate staff
Manages and supports operational issues related to expatriate employees, including post related allowances, health and welfare and retirement plans, and others as identified
Maintains the Expatriate Employee Reference Guide and other governing documents to ensure all are current and in line with common practices and communicated to applicable staff on a timely basis.
Prepare TOR for annual Audit and Consultancy Services
Utilizes outside resources in order to address employee issues and concerns as needed
Conducts exit interviews, identifying trends and recommending actions to address concerns
Develops and maintain periodic human resources reports for management, utilizing standard HR-related metrics
Develops, updates, implements and/or communicates personnel policies and procedures in compliance with standard HR practices, laws and regulations
Understands and is able to serve as back-up on all functions completed by the fellow Senior HR Officer, including payroll, WYFAO onboarding and off-boarding.
Ensure the performance appraisal on annually basis of all employees at WYFAO main office and sub offices
Compliance
Identifies avenues for communication and knowledge sharing via sharing tools and other innovative methods;
Maintain all HR files (public and private) in easy-to-navigate electronic files, in compliance with document retention policies;
Other duties as assigned.
Coordination Tasks:
General administration and coordination.
Answering all internal and external HR-related queries and requests.
Assisting with payroll administration.
Maintaining and updating employee records
Assisting with (and executing) the termination process.

Managerial Tasks
Set objectives for the HR team and track progress
Design and implement company policies that promote a healthy work environment
Develop compensation and benefits plans
Support and suggest improvements to the entire recruitment process
Host in-house recruitment events
Discuss employees’ career development paths with managers
Monitor HR metrics (e.g. turnover rates and cost-per-hire)
Review departmental budgets
Organize learning and development programs
Ensure HR staff addresses employees’ requests and grievances in a timely manner
Maintain HR procedures that comply with labor regulations
Any other related task that assigned by the director
Job Requirements:
Required Skills and Experience
Education:
Bachelor/ Master’s Degree or equivalent in HR, Business Administration, Public Administration or related field Experience:
5 years of relevant experience at the national or international level in providing HR advisory services and/or managing staff and operational systems
with NGO’s , UN, UN funded Projects or similar
Experience in the usage of computers and office software packages (MS Word, Excel, etc) and experience in handling of web based management systems.
Language Requirements:
Fluency in Pashto and Dari; working knowledge of English is highly required
