Job Description:
Procurement Manager Roles & Responsibilitie
Forecast needs and supplies
Review requests for proposals (RFPs)
Review and negotiate contracts with vendors and suppliers
Delegate tasks to the procurement team (at a larger company)
Train new employees and support team members as necessary (at a larger company)
Research suppliers and vendors that meet the goals of the company
Find suppliers that have certain certifications, accreditation, and insurance, along with a steady stream of materials that fit within budget restraints
Ensured partners continue to meet company needs
Collect and analyze data to ensure the company is making the best decisions
Undertake the project procurement activities, such as reviewing technical specifications for goods and works; researching market for procurement bid
lists; reviewing Terms of Reference for consultant services; preparation of bidding documents; writing evaluation reports; training of bid evaluation committees.
Lead the development of a Project Procurement Plan and generate regular updates for the guidance of all project senior staff.
Develop tools for capturing procurement data and identify progress towards the achievement of procurement schedules.
Update procurement plan.
Undertake other procurement related duties as required by the Project Procurement Team
Managerial Tasks:
Manage inventory
Managing inventories and maintaining accurate purchase and pricing records.
Maintaining and updating supplier information such as qualifications, delivery times, product ranges, etc.
Maintaining good supplier relations and negotiating contracts.
Manage the project procurement through Implementing all policies and procedures related to procurement activities & Ensuring that the WYFAO procurement guidelines are followed in all transactions.
Coordination:
Meet with supervisors and department heads to understand the needs across the company
Following and enforcing the company's procurement policies and procedures
Participate in project technical committees or component team meetings in order to ensure timely implementation progress and a focus on
procurement related activities
Coordinate with the Financial Department for regular preparation of Project Management Reports, as a part of the Donor financial reporting requirements
Bachelor/ Master’s Degree or equivalent in Business / Public Administration
Minimum of 05 years of relevant experience in Procurement with NGO’s , UN, UN funded Projects or similar
Experience in managing and supporting external clients.
Recent experience in supervising teams.
Experience working in procurement Database
Experience in the usage of computers and MS Office packages. Advanced knowledge of spreadsheet and database packages.
Language Requirements:
Fluency in Pashto and Dari; strong knowledge of English is highly required.
