The Environmental, Social Health and Safety (ESHS) officer is over all responsible to Undertake the implementation, monitoring and reporting of ESHS measures to ensure compliance with the ESHS requirements. Ensure implementation of the Environmental and Social Commitment Plan (ESCP) and the ESHS instruments including the Grievance Redress Mechanism (GRM) and the Rapid ESHS Assessment in all projects in the province.
Roles and Responsibilities:
Prepare and/or update health safety social and environmental management plans, review them on a regular basis and keep them up to date at all times.
Advise and instruct project staff, contractors, consultants and other stakeholders on various safety health social and environmental related matters related to project implementation.
Support the Project Manager, Technical managers and other supervisors in raising awareness on health and safety issues among project staff, contractors and other stakeholders.
Conduct risk assessment and enforce preventative measures on ESHS.
Initiate organize and conduct ESHS, PSEA/gender and GRM training for the project team.
Inspect work sites and the work of personnel on a regular basis to identify issues or non-conformity and enforce necessary actions where unsafe acts or processes that seem dangerous or unhealthy for staff and organization are detected.
Record and investigate incidents to determine the cause and to propose improvements to mitigate and prevent in the future.
Prepare reports on incidents and compile statistical information to present to upper management on ESHS matters.
Ensure a safe workplace environment is maintained at all times without risk to health and safety of everyone including staff other stakeholders and general public.
Ensure that all Health & Safety policies procedures rules and regulations are adhered to and are regularly reviewed updated and communicated.
Ensure that safety inspections risk assessments working procedures are managed and contractors and employees are aware of their responsibilities in relation to health and safety issues.
Provide reliable, accurate, and timely information and support to project manager.
Responsible to maintain effective coordination with project manager, communities and project staff
Perform any other task assigned by line manager.

Bachelor's degree in environmental engineering, social science (or a related field) and 4 years of professional relevant experience inclusive.
Proven experience in implementing ESHS programs for construction projects.
Familiarity with relevant environmental, social, health, and safety laws and regulations.
Strong communication and interpersonal skills.
Excellent communication and coordination skills especially with the government sectors, and communities.
In-depth knowledge of ESHS regulations and standards.
Problem-solving abilities and the capacity to make sound decisions under pressure.
Language Requirements:
Fluency in Pashto and Dari; strong knowledge of English is highly required.
